The original web page designers were programmers, in the early 1990s. Currently, most web designers have a graphic artist background, in print. There, the artist has absolute control. They decide size and dimensions of every aspect of the design. However, on the web, the Web designer has little to no control over several factors. This includes the size of the browser window, the size of fonts, and their attributes.
To compensate, many designers wrap the entire web page in a fixed width box. This essentially limits it to an exact, pixel-perfect value. This is a fixed layout. Some create an illusion of a liquid layout by building the graphics for a web page at a size larger than any current standard monitor size.

For instance, consider a user with a browser sized a specific way due to limited vision, screen size, or pixel depth. For these cases, a liquid layout is ideal.
